In addition, frontline workers who provide service for the elderly, service providers and entrepreneurs shared the challenges they faced during the service delivery process. Finally, the conventioneers reached such agreement: In order to carry out the community-based senior care service effectively, several conditions need to be met. First, it needs the guidance and support of policies from central and local government, with the community, the basic unit of urban, being the basis of service providing. Second, it needs the support of high-tech technology, such as Internet technology and the Internet of things. Furthermore, it needs the combination and interaction among universities, research institutes and service providers, which are the main actors to conduct R&D and innovation, so as to form an industry alliance of the government, industry, academia and research, which could interact and collaborate closely. Finally, with all the conditions settled, innovation in R&D and practice of senior care service could be effectively implemented and benefit people’s livelihood.
